BRIEF HISTORY OF DITJEN POSTEL
Brief History of DGPT


On March 27th 1966 according the Presidential Decree Number 63 Year 1966, it is conducted more efforts for completing Dwikora Governmental Cabinet that has been developed so that the Ministry of Post and Telecommunication changed its status into Department of Post and Telecommunication. This department is lead by a Deputy Minister of Communications and under the Ministry of Communications environment lead by tha Minister of Communications.
On July 25th 1966 according to the Presidential Decree Number 63 Year of 1966, a Dwikora Governmental Cabinet was dismissed and replaced by establishing Ampera Governmental Cabinet.
Within Ampera Governmental Cabinet, the status of Department of Post and Telecommunication was changed into Directorate General of Post and Telecommunication lead by Director General of Post and Telecommunication and stays under Ministry of Communications environment.

In the beginning of Orde Baru periode Directorate General of Post and Telecommunication was running on without having office at all. For a while, the employee of Directorate General of Post and Telecommunication worked in Telecommunication Building on Jalan Merdeka Selatan, Jakarta. On September 27th 1970 in the 25th of Post and Telecommunication Anniversary, Directorate General of Post and Telecommunication moved into new building on Jalan Kebon Sirih Number 37, Jakarta Pusat then moved to Sapta Pesona Building, Jl.Merdeka Barat No.17 Jakarta 10110.
In the the Decree of Minister of Communication Number 415/U/Phb-75 related to "Main Task and Function" of Directorate General of Post and Telecommunication article 613 stated that:
The main Task of Directorate General of Post and Telecommunication is conducting a part of Department of Communication main task in Post and Telecommunication according to the policy determined by the Minister.
Article 614 explained that: In order to conduct the task stated in article 613 Directorate General of Post and Telecommunication has functions as follows:

  • Formulating technical policy, giving counseling and supervision as well as giving license based on the policies determined by the Minister according to the existing regulations.

  • Implementation based on the main task of Directorate General of Post and Telecommunication and according to the existing regulation.

  • Technical security on the main task implementation of Directorate General of Post and Telecommunication based on the policies determined by the Minister and according to the existing regulation.

Other functions of Directorate General of Post and Telecommunication are counseling and supervision and also controlling on both companies, those are:

  1. Post and Giro operation field:
    1. The study and evaluation on post and giro organization.

    2. Supervision and controlling on post communication effectiveness including postmail and post package exchange and transpoting in-going and out-going as well as post and giro organization.

    3. Research and controlling on deceitfulness solution and the actions taken in post department organization.

    4. Policy compilation on Post and Giro tariff determination.

  2. Telecommunication field:
    1. The study and evaluation on telecommunication operational organization.

    2. Supervision and controllin on effectiveness and efficiency telecommunication traffic organization.

    3. Policy compilation on telecommunication tariff determination.

    4. Research and study of telecommunication technical and system including telecommunication technology progress application.

    5. Supervision and controlling on equipment administration and telecommunication equipment maintainance technical.

    6. Technical research and supervision on telecommunication development plan.

    7. Implementation of recording and controlling on frequency utilizing.

  3. Administration field:
    1. Counseling and supervision on manpower of Public Corporation of Post and Giro and Public Corporation of Telecommunication including payroll, career planning and manpower planning.

    2. The study of Budget Plan.

    3. Counseling and supervision on finance, law and organization.

In addition, other functions of Directorate General of Post and Telecommunication are licensing regulation such as publishing and research, frequency utilizing, monitoring organization, etc. The most important are procedure and legal supervision as a government function related to both companies.

The establishment of L.P.P. Postel, L.P.P.I. Postel and PT. INTI

To accommodate research and development in Post and Telecommunication, Research Institution and Post and Telecommunication Development (L.P.P. Post and Telecommunication)was established, that has main task such as : supporting the implementation of Directorate General of Post and Telecommunication task, that is the organization of research and development activities by using technology progress as advantage.

Research Institution and Post and Telecommunication Development have functions as follows :

  1. Giving technical advice to the Director General of Post and Telecommunication;

  2. Implementing research and development operational activities;

  3. Supervisor for technical procedure of research and development including research and development activities for specifying Post and Telecommunication direction in Indonesia.

The location of The Research Institution and Post and Telecommunication Development is on Jalan M.Toha Number 77, Bandung. On February 17th 1967 Central Workshop and P.N Laboratory of Telecommunication was transferred to Ir.Muchtil Joenoes as the Head of Institution.The aims to achieved are:

  1. Improving ability potency to produce telecommunication equipment in order to fulfil the needs of Public Corporation of Telecommunication and other internal market needs.

  2. To obtain the aim, the directorate carrying out cooperation periodically in technical field in order to transfer technology.

In 1968 there was cooperation between Public Corporation of Telecommunication and Siemens AG to provide telecommunication equipment need "industry" elements. The task to realize the cooperation was submitted to L.P.P. Postel.By using "industry" elements in the task, L.P.P. Postel status changed into Research Institution and Post and Telecommunication Industry Development, in short LPPI POSTEL.

In order to develop activities in production, there was technical cooperation between LPPI and JRC in telecommunication radio. By providing complete production factors on establishing a business unit in independent telecommunication industry field, a Directorate issued policy of Telecommunication Industry Project establishment that separated from LPPI Postel in 1973.

In 1974, a team was formed to evaluate and formulate the wealth separation from ex-Public Corporation of Telecommunication went to Telecommunication Industry Project. As the the continuity of the team work result, then Government Regulation Number 34 Year of 1974 was born concerning the agreement of business unit establishment in Telecommunication Industry. Finally, with Notary Act of Abdul Latif Number. 322, P.T. Industri Telekomunikasi Indonesia (Persero) or PT INTI was founded, it stayed under Department of Communications cq Directorate General of Post and Telecommunication.

On January 15th 1976, L.P.P. Post and Telecommunication submitted Post and Giro Research to Government Corporation of Post and Giro, and submitted research and developmental fields of Telecommunication to Public Corporation of Telecommunication that hold it in Education, Research, and Developmental Centre of Government Corporation of Post and Giro and in Education, Research, and Developmental Centre of Public Corporation of Telecommunication.

Education Institute of Post and Telecommunication

While Government Corporation of Post and Telecommunication developed into two Government Corporations, they are Government Corporation of Post and Giro and Government Corporation of Telecommunication, the Education Centre of Post and Telecommunication was not separated. The change of Education Centre of Post and Telecommunication was only to its name, becomes Education Institute of Post and Telecommunication and stayed under Director General Of Post and Telecommunication.
The main task of Post and Telecommunication Education Institute is supporting the implementation of Directorate General Of Post and Telecommunication task in conducting systematic and directed education activities.

The Education Institute of Post and Telecommunication has function as technical advisor of Director General Of Post and Telecommunication, the implementer of operational education activities, the supervisor of education operational technical regulation including operational supervision activities on government elements through education and training in Post and Telecommunication so that the employee will be well-educated and well trained.

Post and Telecommunication Education Institute at first was lead by Director of Post and Telecommunication Education Institute or called Dirlemdik. Then it changed to the Head of Post and Telecommunication Education Institute or called Kalemdik.

With the Decree of Minister of Communications on March 15th, 1972 No. Sk 108/U/1972 determined "Organization Structure, Job Description Work Procedure Fundamentals of Department of Communications". In April and May 1972, a Committee of Directorate General Of Post and Telecommunication compiled the detail of Organization Structure of Directorate General Of Post and Telecommunication including Post and Telecommunication Education Institute.

Meanwhile, there were submitted suggestions for direct handling of education and training tasks by each company. Therefore on January 15th 1976 the education tasks, training, research and development was transferred from Post and Telecommunication Education Institute and L.P.P. to Government Corporation of Post and Giro, and Public Corporation of Telecommunication.

Government Tasks Transfer from Telecommunication Board to Directorate General of Post and Telecommunication

For coordination, integration and activities synchronization in telecommunication field, the Government, on behalf of the President, appointed the Minister of Communications to give daily counseling to the Board of Telecommunication according to Presidential Decree Number 56 Year 1969.
Since then, government tasks in telecommunication gradually returned to Department of Communications.

According to the Presidential Decree Number 13 Year 1972 that completed by the Presidential Decree Number 18 Year 1975, The Board of Telecommunication function was returned as a body that give the consideration thoughts to the President in determining Government Policy in Telecommunication. Whereas the Board of Telecommunications tasks in licensing stated as over and the completion will be further regulated by the Minister of Communications as a Director of the Board. Review on the Board of Telecommunication status was conducted in order to control and complete government agencies and also for efficiency and effectivity of work in Telecommunication.

According to the Decree of Minister of Communication Number Km.145/U/Phb-75 concerning Organization Structure and Work Procedure of Department of Communications as implementation of the Presidential Decree no.44 and 45 Year 1974, Directorate General Of Post and Telecommunication, that have main task to execute a part of Department of Communication main tasks, have functions such as licensing giving based on the policy determined by Minister and Based and according to the existing regulations.

At present, agreement in telecommunication organization field held by Directorate General Of Post and Telecommunication based on its function and according to the existing regulation.
This license of telecommunication organization consists of :

  1. Recording of frequency utilizing for Indonesian Armed Forces.
  2. Telecommunication Organization by Government agencies, Diplomatic and Privates Deputy.

The Change of State Government Status upon Government Corporation of Post and Giro, and Government Corporation of Telecommunication into PUBLIC Corporation

In 1967 according to the Instruction of President of R.I. Number 17Year 1967 concerning Guidelines and Simplicity of Government Corporation into Three Types of Government Initiatives, it is instructed to all Ministers and other Head of Government Agencies that lead Government Corporations to prepare controlling/completion/simplicity of each Government Initiative. A part or all of the capital are consists of Country Wealth that separated from National Budget. This is in the form of Government Corporations (PLN, PPN, PDN, etc.), Regional Corporations, Shareholder Company, Agencies, Foundations and others to be directed into three main forms of Government Initiatives as follows:

  1. Government Initiatives, Departemental Agency
  2. Government Initiatives, Public Corporation
  3. Government Initiatives, Public/State Company

Two years later, the President of Republic of Indonesia determined Law of R.I. Number 9 Year 1969 concerning the Determination of Government Regulation Substituted the Law number 1Year 1969 (Government Official Gazette Number 16 Year 1969, Additional to Government Official Gazette Number 2890) concerning The Government Initiative become Law, The Government Initiatives mentioned above in this Law is shorten become:

  1. Departemental Agency (Perjan)
  2. Public Corporation (Perum)
  3. Public/State Company (Persero)

Different from the founding of Government Corporation of Post and Giro, and Government Corporation of Telecommunication determined by Goverment Regulations Number 29 and Number 30 Year 1965, on the same date July 6th, the change of Government Corporation status into Public Corporation to both companies was not automatic, even though Government Corporation status was not exist anymore. Then in 1974 Government Corporation of Telecommunication changed into Public Corporation first according to Government Regulation Number 36 Year 1974. The Government Regulation was preceeded by the Decree of Minister of Communications No. Sk: 129/U/1970 on April 28th 1970 that decided and determined that Government Corporation of Telecommunication founded by the Government Regulation Number 30 Year 1965 is continued as Public Corporation of Telecommunication. The Decree was effected on April 28th 1970. Since March 9th 1978 the Government Corporation of Post and Giro has changed into Public Corporation of Post and Giro according to the Goverment Regulation Number 9 Year 1978.
