1. To Implement the management of Radio Frequency Spectrum and Satellite Orbit nationally;

6. To establish the State Exam Committee for Electronic Radio and Operator Radio as well as State Exam Committee for Concession Radio and Radio Education Agency and Radio Operator;

Sub-Division of Administration

1. Sub-Division of Administration has the main task to carry out the Administration affair and the Directorate's Household.
2. Tasks in detail:
   1. To compile the work program in the Sub-Division of Administration area and to assist in preparing the work program compilation material for the Directorate of Radio Frequency Spectrum and Satellite Orbit;
   2. To carry out the personnel affair, Finance, the Household of the Directorate of Radio Frequency Spectrum and Satellite Orbit;
   3. To carry out correspondence affairs, documentation as well as the library of the Directorate of Radio Frequency Spectrum and Satellite Orbit;
   4. To collect, to analyse and to evaluate the data as well as statistics for the information material;
   5. To collect and to assist in preparing the management material for the provisions and counselling of the radio frequency;
   6. To compile the material or took part in oficial meetings in accordance with the guidance of the Directorate of Radio Frequency Spectrum and Satellite Orbit;
   7. To collect the data of the Directorate of Radio Frequency Spectrum and Satellite Orbit activities so as to become the report material;
   8. To collect and to compile the annual report material of the Directorate of Radio Frequency Spectrum and Satellite Orbit;
   9. To assemble and to compile the concept of the proposal and to prepare the supported data for proposal of budget requirement for the Directorate of Radio Frequency Spectrum and Satellite Orbit;
   10. To coordinate and to distribute the tasks of the activity of Sub-Division of Administration to staff in accordance with the task field on the whole;
   11. To pacify the information data that became his responsibility from the use or delivery to the other parties which deviate to the existing regulation;
   12. To give the guidance, to check the work results and to fill DP3 of the staff based on the Assessment Book of the Civil Official;
   13. To compile the report on the activity and to give suggestion to the superior.
       

Division of Radio Frequency Spectrum Structuring

Has the task to compile the guidance of the standard, criterion, procedure, and technical guidance as well as evaluation in technical co-operation and allocation plan for radion frequency and satellite orbit.

In implementing its duty, Division of Radio Frequency Spectrum Structuring has several functions as follows:

1. To prepare the formulation of the guidance, standard, criterion, procedure in the strategic policy field of the use radio frequency spectrum and satellite orbit both short-term and long-term;
2. To prepare the compilation of the allocation plan for the Radio Frequency Spectrum and Satellite Orbit as well as spectrum band of the radio frequency;
3. To prepare the chanelling the plan of the radio frequency;
4. To prepare and to implement national and international co-operation and coordination, in the framework of the implementation of Radio Regulation and radio communications and satellite orbit regulations;
5. To prepare co-operation material and international session in the field of Radio Frequency Spectrum and Satellite Orbit;
6. To prepare and to implement the registration of the radio station to the International Telecommunication Union (ITU).

1. Frequency Allocation Planning Section, Has the task to compile the guidance material of the standard, criterion, procedure, in the strategic policy field of the use of radio frequency spectrum and satellite orbit both short-term and long-term as well as the compilation of allocation planning, band and chanelling for frequency spectrum satellite orbit usage.
2. Frequency Technical Co-operation Section,Has the tasks to compile the guidance material of the standard, criterion, procedure, technical guidance and to evaluate the activity in technical cooperation for frequency, co-ordination, and national as well as international co-operation also the registration of the radio station to the International Telecommunication Union (ITU).

Division of Radio Frequency Determination

Has the tasks to compile the guidance material of the standard, criterion, procedure, technical guidance and the evaluation in the field of the determining of the use of the radio frequency spectrum for fixed and mobile terestrial as well as the non-fixed and non-mobile terestrial.

In implementing its duty, Division of Radio Frequency Determination has several functions as follows:

1. To prepare the guidance compilation of the standard, criterion and procedure for the process of the use determination of the radio frequency for fixed official and land mobile official;
2. To implement the process to prepare the authorisation of the use determination of the radio frequency for non-official land fixed and non non-official land mobile;
3. The technical Guidance and the evaluation of the use of the radio frequency spectrum and satellite orbit.

Division of Radio Frequency Determination consists of:

1. Determination Section for Terestrial fixed and mobile official,Has the task to prepare guidance compilation material of the standard, criterion, procedure and technical guidance as well as the evaluation of the activity implementation in the field of the determining of the use of radio frequency for terestrial fixed and mobile official.
2. Radio Frequency Determination Section of Terestrial Fixed and Mobile Non-Oficial, has the task to prepare the activity implementation in determining the radio frequency for fixed non-oficial and land mobile oficial, as well as the determination of the radio frequency usage for land fixed non oficial and land mobile non oficial .

Division of Radio Frequency Operation

Has the task to carry out services of frequency request permit for radio station, information, disturbance complaint, and radio operator certification.
In implementing its duty, Division of Radio Frequency Operation has several functions as follows:

1. The preparation of guidance compilation of the standard, criterion and procedure in the field of the bundle of the request completeness of the use of radio frequency and satellite orbit;
2. The Publication of the payment notification letter (SPP) of the User Right Cost(BHP) of radio frequency and satellite orbit and permit for radio frequency satellite orbit usage;
3. The Evaluation for the implementation of the intensification activity in the field of User Right Cost(BHP) of the radio frequency and satellite orbit;
4. The consultations Service for the public concerning to the use of radio frequency and satellite orbit;
5. Acceptance and registration of the complaint of the disturbance of the use of the radio frequency and satellite orbit to be continued to the technical implementer unit;
6. The Broadcasting of State Exam implementation and radio operator certification;
7. The provisions of the recommendation for founding the agency of radio operator education and training;
8. The provisions of the curriculum and syllabus for radio operator education;
9. The preparation of the evaluation of radio operator training and education.

Radio Station Services Section,Has the task for the acceptance and the inspection of the request completeness for the use of frequency and satellite orbit, the publication of the payment notification letter (SPP), the provisions for radio frequency and satellite orbit usage permit and evaluation as well as the intensification for Operating Right Charge (BHP) claim of the radio frequency and satellite orbit and the public services.
2. Operator Certification Section,Has the task to prepare and to implement the State Exam and radio operator certification, evaluation, preparation of founding recommendation of the educational and training agency, as well as the preparation of the educational syllabus and curriculum and radio operator training.DIVISION OF RADIO FREQUENCY EQUIPMENT, has the task to compile the development planning and the infrastructure maintenance of the the radio frequency management equipment.

Division of Radio Frequency Technical Equipment

Has the task to prepare guidance compilation material of the standard, criterion, procedure, and operation planning and maintenance, as well as the technical guidance and evaluation in system application and technical facilities
In implementing its duty, Division of Radio Frequency Technical Equipment has several functions as follows:

1. The preparation of guidance compilation of the standard, criterion and procedure of the in the operational field and the maintenance of the radio frequency management system (AFMS) equipment and national radio frequency monitoring system equipment (RMS);
2. The operation and the application maintenance for radio frequency management system (AFMS) and monitoring system for national radio frequency (RMS);
3. The Implementation of the plan and the application development for radio frequency management system (AFMS) and monitoring system for national radio frequency (RMS);
4. The provisions of the implementation of the radio frequency database maintenance;
5. the operational Implementation of the re-configuration and system parameter, the implementation of calibration and equipment working performance of the radio frequency management system (AFMS) and the equipment of monitoring system for national radio frequency (RMS);
6. Data Collection And Processing and information for radio frequency management and the use of radio frequency.

System Application Section, Has the task to prepare guidance compilation material of the standard, criterion, procedure in operational and maintenance, the application development of the radio frequency management system (AFMS) and monitoring system for national radio frequency (RMS), as well as the management and the maintenance of the radio frequency database.
2. Technical Facilities Section, Has the task to prepare guidance compilation material of the standard, criterion, procedure and technical guidance as well as the evaluation of the activity implementation in the technical facility both the radio frequency management system(AFMS) and monitoring system for national radio frequency (RMS), the operation of the radio frequency management system(AFMS) computer as well as planning of the technical facility development for radio frequency management.
