Regulation Refference
The existing regulation at this time referred to regulations Number 6 in 1984 and its implementation regulation.
In the meantime, for the future, in the compilation of the Regulation Plan (RUU) and the Government Regulation Plan (RPP) as well as the implementation regulation must be paid attention to by matters as follows:
a. Beijing Postal
Stategy (BPS)
BPS Was the decision of the UPU congress's strategy, as that had been produced in the UPU congresses beforehand. BPS that was produced in the 22nd UPU congress in Beijing in 1999 consisted from:
- Universal postal service
- Service Quality in International post network
- The economic Capacity in International post network
- Market and postal product
- Reformation and post development
- Co-operation and interaction among the shareholders.
Compared by Washington General Action Plan (WGAP) as results of the 20th UPU congress in 1989 to be held in Washington, BPS is more advanced, although WGAP has begun to focus in knowledge related to the market, the business strategy, the service quality, the operational strategy, the autonomy management and human resources. Likewise if being compared with Seoul Postal Strategy (SPS) as results of the 21st UPU congress in 1994 to be held in Seoul, BPS is still also more advanced, although SPS has stressed for the customer needs and business stategi, the service quality and the increase of the operational, autonomy management and the development as well as human resources.
b. The UPU Act
The organic provisions of the UPU were arranged in the constitution and the UPU's Public regulation, other UPU Acts were postal convention that arrange all international operation principles that related to the postal mail and postal package business, the technical arrangements of its implementation was presented in the other UPU's Act in the form of Delivery Service of Postal Money Regulation and Delivery Service of Postal Money Regulation that arranged the transaction service of postal money as nilateral.
c. The provisions of AFTA,
APEC and WTO
The provisions of AFTA, APEC and WTO were agreed by remembering all the development aspects, including all matters related to the post. The validity period of the regulations wwere as follows.
- AFTA valid from
2003
- APEC valid from
2010
- WTO valid from 2020
d. GBHN the results of the Parliament General Assembly Conference in 1999
When this blueprint was compiled, the Parliament General Assembly Conference in 1999 was taking place so as GBHN not produced yet. Nevertheless, whatever that became the GBHN substance, the Development of national post must continue to refer to GBHN.
e. Act Number 5 of 1999
Act Number 5 of 1999 about business competition and monopoly practice that unhealthy. These Act encouraged the government to review the monopoly policy in stages so that not being incompatible with the existing regulations.
f.Regulations on post in the other country
Regulations on post in the other country generally was various enough, some of them were headed to the side of liberalisation, but the other were still monopolistic.
g.Regulations no.22/99 about autonomy and the Regional Government (Pemda)
Consequences of the implementation of the regulations caused the Government to review the policy in the development of national post, whether postal organiser was still being centralistic or decentralistic.
h. Act Number 25 of 1999 on the Balance of the Regional Finance
Consequences of the implementation of the regulations caused the postal organiser to be prosecuted to be more effective and efficient in doing the procurement of the fund autonomously (swadana).
i. RUU and RPP
RUU and RPP on post were striven to accommodate all the interests for next twenty years up to 2020. The outline of the plan of the Finishing Regulations(RPUU) and the Plan of the Government Regulation Change (RPPP) were as follows:
a. The plan of the Finishing Regulations of the post :
- The Organization of the post was carried out by the State and the implementation was delegated to the organiser.
- The provider were the State Owned enterprise (BUMN) that was formed in accordance with the existing regulation and private companies (BUMS) that received license from the Minister.
- BUMN that received permission from the Minister could send the certain letter of the kind post.
- "Postal""words" were the term that could be used, both for BUMN and BUMS.
b. The plan of the Government Regulation about Post Organization:
- The regulation of the Post Organization to the State Owned enterprise (BUMN)and private companies (BUMS).
- the Assignment of the implementation of post administration by the Minister to the Director General of Post and Telecommunications.
- Kinds of the postal Service that was held by the State Owned enterprise (BUMN)and private companies (BUMS).
- The carry away obligatory of the post was put into effect to each trasportation companies,land, sea , and air transportation as well as the the public's telecommunications media with the provisions when the state of emergency.
- The conditions and the prohibitionof the post delivery and the protection to the consumer.
- The International Post Organization.
Kelembagaan
According To Beijing Postal Strategy, the handling of post organization related with the existence of three entitled agencies , those are the Government, post administration, and the regional post association. The authority of the agencies were as follows:
- The Government : was adapted to the situational condition for each country, that identical with the relevant government, the Department that was an expert in each manager, or the government body who had the upper authority on the national post organization.
- Post Administration : An association that was given the responsibility by a country to fill the obligation in making relation with UPU.
- Regional Post Association
: a regional forum for the agency of the postal co-operation that had a membership of a number of post administrations in a certain region.
Both Beijing Postal Strategy and
Seoul Postal Strategy wanted each government,Post Administration, and the regional post association to transform the existence of the postal service from an authority of the government to a business company that had the authority and focussed to self-fund.
The Structure of Post Service Industri
The obligation to provide the Universal
Service Obligasi (USO), both the State Owned enterprise (BUMN)and private companies (BUMS), could provide the service that covered all the homeland was the social function of the postal field. This matter could be developed with a synergy pattern or the co-operation that mutually equipped in speeding up the system of the postal service. It was inspected from the Collecting, processing, transporting and delivering aspects by keeping paid attention to the related regulation with the USO implementation. The USO service provisions aimed at covering the situation that enabled all the Indonesian products appropriately be able to receive the postal service with the same quality. The future postal Industry structure could be seen in the chart of "The Future Post Industry Structure ".
Postal Service Tarrif
The determining of the basic tariff of the postal letter that included letter, postcard, aerogramme, and sekogram will continue to be carried out by the government with consideration to protect the interest of the community from various layers and cover all the homeland as the USO Implementation (Universal Service the Obligation) and Single Postal Teritory. In stages will be handed over to the appropriate market mechanism that according to plan will be put into effect from 2020 in accordance with the agreement of WTO valid period. The first Opportunity will be given for the postcard, that the competitive characteristics was maintained by the organizer by reporting to the Technical Minister before, with consideration that if happening the problem in the community the government will also responsible.
The tariff that was put into effect in Private Companies (BUMS) was maintained by their respective Management in accordance with the line that was maintained by the government.

With the chage in the domestic environment, Regional, global post Competition , then the perspective of PT. Post Indonesia were as follows:
The Indonesian post was the postal service provider be based on the information and was high value for the community in the whole Indonesian Archipelago as well as could compete in the global postal industry.
The object that was bartered through the media/postal service took the form of "information"not only have a physical shape, but also tended to be concrete virtual that time and space were the high valuable commodity for the consumer. Therefore, in post business era based of information, the utilisation of technology became one of the key factors that needed to realize the company perspective and enabled the company to develop the postal data as the form of the service that could give added value for the customer as well as became the new income source for the company.
PT. Post Indonesia as State Owned Enterprise (BUMN) executed the functions as follows:
- Carried out the business mission by providing the high-quality service and competitive strong, both in the domestic and International market as well as fostered the profit in order to increases the value of the company.
- Carried out the special task that was delegated by the government to hold the function of the public benefit and keep paid attention to the business mentioned above.
As the company that was owned by the State PT. the Indonesian Post could be assigned by the state to carry out the service for the wider community interest, the Assignment was intended as an effort of the state to protect the community, that is with the availability of the postal service up to the isolated area with the same tariff and reached by the community, therefore,the essence of the government assignment wanted the role PT. the Indonesian Post as follows: was the strong element to gather politics and nation unity as well as as equipment for the efficient administration.
- Strengthened inter-country relations.
- Sped up inter-institutional and inter-community member relations.
- Eliminated isolation of the isolated regional and the new area that was just opened.
- As the basic factor for social and culture development.
- Was the motivator of the economics development so as could give constribution towards all efforts to increase the people's standard of living.

1. Increse Service Quality
High Service Quality and International Standard were the most important factor in global postal, PT. Pos Indonesia
keep increase its Service Quality in order to reach the costumer satisfaction.
The target of the service quality improvement were as follows:
- The distance period of the postal delivery of the standard product Group in general 90%.
- The group of the priority product in general 93%.
- Customizet product in general 96%.
- Service Time in general 3 minutes per person.
- The Response Time to the complaint maximal one hour for the service that already use on line system.
- The queue period in general three minutes.
- The service area of each service point Maximal in the Radius of 30 KM2 or 4000 of the number of inhabitants.
- The availability the standard system and the method in the management of the customer's satisfaction level.
2. Develop Service Point
To have the notation as the company that had the most spread network , integrated, and was believed in Indonesia then the target were as follows:
- The Minimal Range of the service 70% from all over the villages in Indonesia.
- The Growth of the service range in general 4% every year.
The service point improved totalling 5140 with the composition of 5 moving post offices of the implementation Unit of 300 units (16,54%), whereas the unit of the postal service totalling 3940 (27,9%). Titik layanan bertambah sebanyak 5140 buah
dengan komposisi 5 buah kantor pos Unit pelaksanaan bergerak 300
unit (16,54%), sedangkan unit pelayanan pos sebanyak 3940 buah (27,9%).

The Director General Pos and Telecommunications determined the National License and International License, whereas the Head of the Regional Office determined inter-city License and agent License, apart from above mentioned matter, the valid period of the courier service organization license is needed. The future Private Companies (BUMS) was also depicted could bring about the realization of the domestic company that could be competitive with the foreign company.
Post Infrastructure
The existence of post infrastructure, that is the availability of post network in the whole country and the international network that were arranged by UPU based on Postal Single Teritory will enable the existence of synergy between State Owned Companies (BUMN) and Private Companies (BUMS) to serve the community in an integrated manner and it was hoped more effective and efficient. This synergy could support the facilitation of the postal service on the basis of mutually beneficial, both for the domestic sender's flow and overseas flow.
Strategy
The increase in the partnership, that is developing the synergy pattern, both between the postal organiser and between the organiser and the colleague in the frame of increasing the quality of the service to the user so as an integrated service will be realized
- The utilisation of Technology that is the effective technology utilisation to support the postal service in order to be reached an express, exact, and safe of postal service as well as increased the innovation with developed supportive new services of the postal business.
- To increase human resources quality that is increasing the human resources capability to have the high level of professionalism that could face/solved each problem that emerged and human resources with Interasional quality to face the rapid globalisation flow.
- The support towards the social service in accordance with the provisions in the regulation by increasing the postal service that has business quality so as the social mission will also continue to increase.
