- Menurut rencana, pada tanggal 7 s/d. 15 Maret 2006 Indonesia akan mengikuti World Telecommunication Development Conference (WTDC) yang diselenggarakan oleh Qtel (operator telekomunikasi terbesar di Qatar) bekerjasama dengan ITU di Sheraton Convention Centre, Doha, Qatar. Dalam konferensi tersebut, Delegasi Indonesia akan dipimpin langsung oleh Dirjen Postel Basuki Yusuf Iskandar dan didampingi beberapa anggota delegasi, yaitu Direktur Telekomunikasi Ditjen Postel, beberapa pejabat lainnya dari Ditjen Postel, Anggota BRTI, wakil PT. Telkom dan wakil PT. Indosat Delegasi ini juga akan didampingi oleh beberapa pejabat tinggi Deplu RI, termasuk di antaranya adalah Duta Besar RI untuk Qatar Abdul Wahid Maktoub. Seluruh undangan yang akan menghadiri WTDC ini adalah dari unsur pemerintah, sektor swasta, lembaga-lembaga internasional, anggota ITU Telecommunication Development Centre.
- WTDC ini akan dihadiri oleh 189 negara anggota serta 290 entitas sektor anggota terkait (umumnya dari operator telekomunikasi) dan merupakan konferensi pertama yang terbesar sejak berakhirnya WSIS ( World Summit on the Information Society ) pada bulan November 2005 di Tunisia. WTDC sebelumnya pernah diadakan pada tahun 2002 di Turki. WTDC 2006 ini sangat penting karena merupakan suatu forum yang strategis untuk membahas proyek kegiatan dan program yang terkait dengan pengembangan ICT. Forum ini juga berfungsi sebagai sarana untuk menghasilkan guidance bagi kegiatan ITU Telecommunication Development Bureau untuk 4 tahun mendatang berdasarkan skala prioritas kegiatan dalam rangka mengatasi kesenjangan digital dan juga meningkatkan kesetaraan perkembangan masyarakat informasi sebagaimana yang sudah dicanangkan oleh WSIS dalam mencapai pemenuhan target akses informasi di tahun 2015.
- Menurut Hamadoun I. Toure ( Direktur ITU Telecommunication Development Bureau /jabatan ini pertama kali pernah diduduki oleh seorang pejabat dari Indonesia Arnold Ph. Djiwatampu, mantan Direktur Telekomunikasi dan juga kemudian Direktur Standarisasi Ditjen Postel), mengawali persiapan WTDC ini telah berlangsung Study Group 1 dan 2 yang membahas antara lain masalah interkoneksi, akses dan pelayanan universal, strategi migrasi jaringan jaringan seluler menuju IMT-2000, penerapanan telekomunikasi untuk kepentingan kesehatan, strategi untuk migrasi dari jaringan yang ada menuju jaringan generasi berikutnya (NGN/ Next Generation Networks ) serta pengujian terhadap tehnologi akses untuk komunikasi broadband.
- Delegasi Indonesia juga akan memanfaatkan WTDC ini sebagai starting point untuk mengawali lobi dan kampanye berkenaan rencana Indonesia untuk memperpanjang statusnya sebagai salah satu anggota Dewan ITU (ITU Council). Sebagai informasi, pada bulan November 2006 di kota Antalya (Turki) akan berlangsung ITU Plenipotentiary Conference (PP/Kongresnya ITU), dimana salah satu agendanya adalah pemilihan anggota Dewan ITU. Sejauh ini Indonesia banyak memperoleh manfaat yang sangat berarti dalam keanggotaan Dewan ITU yang jumlahnya sangat terbatas dan selalu diperebutkan oleh seluruh negara anggota ITU. Keanggotaan Indonesia yang diperoleh saat ini berhasil didapatkan pada ITU PP 2002 di Marrakesh , Marroko.
- Dalam WTDC ini Delegasi Indonesia akan menyampaikan presentasi kertas posisi da n usulannya. Adapun materi pokok yang akan disampaikan oleh Indonesia secara lengkap adalah sebagai berikut:

- Programmes and assistance to members
- Global and regional Initiatives
- Study groups
However, we do not agree if the intention is intended to squeeze further the ITU-D budget.
Addressing the Unique Needs of Small Island Developing CountriesIn principle we support the thrust of the proposal from Samoa as one of the APT countries, that the SIDS countries should be treated similarly as LDCs, taking into account similar resource limitations and difficulties they have to endure as Small Island Developing States. The ITU should develop common criteria for SIDS that could be put at the same level as LDCs.
We would like also to point out APT position on SIDS countries, that ITU-D must show these countries the way, using the study group process, a collection of best practices and through practical advice and assistance from ITU regional offices; and, that it is important that we lead the way in submitting proposals and study group Questions to this Conference.
Promoting Regulatory Frameworks on Telecommunications and ICTWe would like to support the proposal from the APT to develop a project in the work of ITU-D for the Asia-Pacific Region on the subject of promoting regulatory frameworks on telecommunications and ICT to accommodate next generation networks and services in order to facilitate the development of telecommunications and ICT services.
Special Global Initiatives
We agree with the proposals of the APT as well the Arab Group, which are in line with the relevant conclusions of WSIS, such as Private-sector Initiatives pursuant to Resolution 29, Gender Issues pursuant to Resolution 44, Youth Initiatives pursuant to Resolution 38, Issues relating to Indigenous Peoples,
Telecommunication and information technology for disaster early warning and disaster relief, should become one of the most important activities in all programmes and through the relevant activities of the study groups, in particular Study Group 2, in coordination with the activities of the other two Sectors in this important matter.
The BDT should also take great efforts in setting aside the necessary resources for all those programs, in order that those programs would not only become a highlighted Report regarding regional seminars only without any further tangible field assistance. Those programs should be really suited to real needs of the developing countries, particularly the LDCs, Small Island Developing States or SIDS.
Assistance to LDCs (Leased Developed Countries)We would like to suggest that greater resources should be allocated and greater attention be provided to LDCs like Rwanda, Somalia and other LDCs, Small Island Developing States like Samoa and others, and other Developing Countries experiencing hardships and requiring assistance.
Special attention should be given to standardization equipments and systems and assistance for emergency situations.
